Discussion with possible action on drug testing of the City Council to enhance accountability and integrity in public office and petitioning members of the City Council to opt-in to such testing with an effort to promote accountability, integrity, public safety, and deterrence with the ultimate goal of demonstrating transparency in municipal government; and any other matters incident thereto.
