BACKGROUND

The State of Texas has an urgent security challenge caused by the increase threat from organized crime, terrorism, and their allies that is exacerbated by the continued flow of illegal immigrants.  The purpose of this program is to sustain interagency law enforcement operations and enhance local law enforcement patrols to facilitate directed actions to deter and interdict criminal activity.

The State of Texas will facilitate the conduct of sustained interagency law enforcement operations to dominate the Texas-Mexico border area at points and times of its choosing and thereby deny criminals actions therein; provide a safe and secure environment where Texas citizens can prosper; contribute to the reduction of potential acts of terror within Texas and the United States; and promote regional stability.
