Authorizing the City Manager to enter and execute a contract agreement to purchase parking technology and related services for parking meter operations from sole source provider IPS Group, Inc. (IPS) for an estimated annual amount of $75,000.00. Contract agreement includes additional single space meter purchases, vehicle detection sensors, monthly wireless data fees for meters and sensors, software license, meter parts, credit card and Park Smarter mobile payments fees, replacement parts and meter repair services. This contract is contingent on continued appropriations in future fiscal years and includes option to extend two (2) additional terms to purchase parking technology and related services. Funding shall be available in Parking Meter Fund-Parking Enforcement Division Budget.

Original contract was approved on November 18, 2013 and renewed on January 17, 2017.
BACKGROUND
On November 18, 2013, City Council approved a motion to award original contract FY13-040 to IPS Group, Inc. to purchase and install smart meters to accept credit cards considered state of the art parking meters and vehicle detection sensors and related services for parking meter operations.
