An Ordinance authorizing the City Manager to accept and execute a grant as a subrecipient awarded by the Environmental Protection Agency (EPA) on behalf of the Texas Energy Poverty Research Institute (TEPRI) in the amount of $5,143,991.00, with no match, and amending the Community Development Housing Rehabilitation Fund FY 2025 annual budget for the Solar For All Fund by appropriating revenues and expenditures in the amount of $5,143,991.00. This grant will provide two Full Time Equivalent (FTE) - Senior Office Assistant positions. Funding for the City of Laredo's Solar For All Program will deliver direct energy bill savings by providing financial assistance for the installation of solar panels on homes for low-income households.

Council approved Resolution 2023-R-162 on August 21, 2023 for the submittal of the grant.
BACKGROUND
On July 15, 2024, Harris County received a Notice of Award from the Environmental Protection Agency (EPA) for a grant of $249,700,000.00 on behalf of the Texas Solar for All Coalition. Texas Energy Poverty Research Institute (TEPRI) will be a subrecipient under the grant by its membership in the Texas Solar for All Coalition. TEPRI will administer a subaward and provide technical assistance to the City of Laredo for their implementation of their Solar For All Program through August 2029.
TEPRI and the City of Laredo will be working toward a Subrecipient Agreement once Harris County has agreed on a finalized coalition workplan with the EPA, and TEPRI has a Subrecipient Agreement in Place with Harris County. The anticipated subaward under this grant total is $5,143,991, the use of which will be subject to the terms of the Subrecipient Agreement and the final grant agreement with the EPA.
