Consideration to approve the renewal of contract FY24-105 with Hubpoint Strategic Advisors, LLC, Charlotte, NC in an annual amount not to exceed $65,000 for a total contract value of $130,000.00 for professional consulting services for Air Cargo Service Development. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of the appropriated funds. This contract can be renewed one additional one-year extension period, upon mutual agreement of parties. Funding is available in the Laredo International Airport Fund.

• Goal 11.3: Participate in the support of innovative strategies for alleviation of long border wait times, infrastructure improvements, public safety, economic development, border inspection and national security at the international border.
• Policy 11.3.5: accommodates global cargo carriers services and implement compatible land use in properties surrounding the Laredo International Airport.
Summary of alignment:
Approval of this contracts aligns strongly with the viva Laredo comprehensive plan because it allows the airports to take steps in accommodating global cargo carrier services at the airport and supports mixed-use development and redevelopment on and around the airport.

BACKGROUND
On August 19, 2024, the Laredo International Airport solicited formal bids through Cit-E-Bid from interested and qualified parties with demonstrated expertise in professional consulting for air cargo development support in an effort to increase cargo activity at the airport. The scope of services included identifying air cargo industry trends relevant to LRD and develop appropriate action plans and promote air cargo growth at LRD.
The Airport and Hubpoint Strategic Advisors have both agreed to renew said contract.
