An Ordinance of the City of Laredo, Texas, Authorizing the City Manager to execute all necessary documents to effectively Close, Abandon and Vacate as a Public Easement, an Alley dedicated for public use in Block 925, Eastern Division, City of Laredo, Webb County, Texas, also known to be located at the 1700 Block of Guadalupe Street and providing for the reversion of the public’s interest in said alley to the abutting landowners in equal shares, and providing for an effective date.

BACKGROUND
The Property Owner from lots 7, 8, and 9 made the request to the City to close, abandon and vacate the alley and revert all public interest to the abutting property owners. TZ Legacy LLC paid the $600.00 administrative fee. The property owners will receive a Certificate of No Plat Required from our Planning Department. VIVA LAREDO PLAN ALIGNMENT

Supporting goal(s)/policy(ies): Promote infill development, reduce underutilized or fragmented parcels, and maximize existing land resources.
• The alley has not been used for public access and has effectively been incorporated into adjoining private properties for many years.
• Formally vacating the alley allows property lines to become consistent with actual use on the ground, creating more regular, developable parcels.
• This supports the Viva Laredo vision of reducing fragmented rights-of-way and improving lot efficiency in established neighborhoods.
2. Neighborhood Preservation & Enhancement
Viva Laredo Goal: Strengthen existing neighborhoods and support reinvestment.
• Alley rights-of-way that no longer serve a public purpose can create maintenance issues, encroachments, and uncertainty for residents.
• The closure cleans up outdated platting from the 1800s and supports long-term neighborhood stability by aligning legal boundaries with existing built conditions.
3. Responsible Infrastructure Management
Viva Laredo Goal: Promote fiscally responsible maintenance of infrastructure and eliminate unnecessary public assets.
• Keeping unused alleys on the city’s system requires ongoing responsibility for legal access, potential utilities, and liability.
• By vacating the alley, the City reduces public maintenance obligations and avoids future costs associated with improving infrastructure that no longer serves a community purpose.
• This is consistent with the Plan’s directive to right-size infrastructure to match current needs.
