PREVIOUS COUNCIL ACTION
On January 17, 2023, City Council awarded a construction contract FY23-ENG-04 to the lowest responsible responsive bidder Midas Contractors, LLC., Laredo, Texas; in the amount not to exceed $1,222,000.00 for Market St. Elderly Affordable Rental Housing Project located at 810 Sanders Avenue, Laredo, Texas including total base bid, and total deductive alternates 1 through 4, consisting of constructing of a seven single unit affordable housing project complex with associated site and utility improvements. The construction contract time for the project is 180 calendar days and authorizing the Interim City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Funding is available in the Home Investment Partnerships Program.
Two (2) electronic bids through Cit-E-Bid and one (1) manual bid were received at the City Secretary’s office on or before Thursday, December 8, 2022, at 4:00 P.M. The bids received were publicly opened, read and taken under advertisement on Friday, December 9, 2022, at 10:00 A.M.
The three (3) bids and bid bonds received were reviewed by Sepulveda Associates Architects, Inc., and attached is the letter of recommendation.

BACKGROUND
The City of Laredo will solicit and receive bids for FY23-ENG-04 Market Street Elderly Affordable Rental Housing Project located at 810 Sanders Avenue, Laredo, Texas 78040 consists of a seven single unit affordable housing project complex with associated site and utility improvements per the prepared plans and specifications dated September 16, 2022, from Project Architect - Sepulveda Associates Architects, Inc.
Two (2) electronic bids through Cit-E-Bid and one (1) manual bid were received at the City Secretary’s office on or before Thursday, December 8, 2022, at 4:00 P.M. The bids received were publicly opened, read and taken under advertisement on Friday, December 9, 2022, at 10:00 A.M.
