BACKGROUND

The City of Laredo approved Resolution 2003-R-066, requesting that the Commission on State Emergency Communications designate the City of Laredo as the administrator of the Region’s 9-1-1 Emergency Communication System.  At the February 4, 2004 meeting, the Commission on State Emergency Communications designated the City of Laredo as the Administrator for the Region’s 9-1-1 System, which became effective March 1, 2004.  As administrators for the South Texas Development Council (STDC), the City of Laredo oversees the four county region of Jim Hogg, Starr, Webb and Zapata. The current agreements with these entities are contracted with the City of Laredo beginning September 1, 2025 and ending on August 31, 2027.

This aerial imagery will be purchased through Eagleview Technologies, formerly known as Pictometry International, a leader in geospatial technology. Eagleview is renowned for its geospatial data and its 3.5 billion+ imagery library, which encompasses 94 percent of the U.S. population. Eagleview’s unique technology portfolio comprises more than 300 patents, enables it to offer highly differentiated software, imagery, and analytics products for multiple industries. The company is considered a Sole Source vendor because its oblique aerial imagery is accessible only through software solutions developed exclusively by Eagleview - including Eagleview Embedded Explorer (E3) application program interface (API). This API Interface is the only oblique aerial imagery viewer solution that directly integrates with the GeoComm maps platform, which the City of Laredo 9-1-1 Regional Administration is currently transitioning to in the PSAPs.

Aerial imagery will be used to assist agencies in providing 9-1-1 physical addresses and to assist PSAPs and first responders better identify incident locations. The data obtained from these flights will replace outdated imagery due to ongoing changes from commercial and residential developments. Historical flight imagery will continue to be available.

9-1-1 Regional Administration Database and Mapping personnel will be able to measure distance, height, elevation, and/or area when using these oblique images in their daily database and functions. These features have enabled the 9-1-1 Administration Staff and GIS Coordinators verify locations using oblique aerial photography.

Current imagery is a crucial component of the 9-1-1 database, enhancing location accuracy and serving as a fundamental element of mapping accuracy.
