PREVIOUS COUNCIL ACTION
On May 19, 2025, City Council approved rejection of all bids received for FY24-ENG-87 Forest Loop Channel Project, and authorization to rebid the project as one of the bids received was significantly higher than anticipated and one of the bids received was incomplete. There is no financial impact at this time.
BACKGROUND
This project consists of constructing 10,300 SF of reinforced concrete riprap (channel), 11,500 SF of reinforced concrete riprap (aprons), concrete energy dissipator blocks, 50 LF of retaining walls, and subsidiary work. Construction contract time for the project is one hundred and twenty (120) working days.
A total of four (3) electronic bids were received at the City Secretary’s office on Thursday, June 19, 2025 at 4:00 P.M. which were publicly opened, read and
taken advertisement on Friday, June 20, 2025 at 10:00 A.M.

Based on our evaluation of the bids received, the City of Laredo Engineering Department recommends that this project be awarded to ALC Construction Co., Inc., with that bid being determined the lowest responsible, responsive bidder of the three submitted for our consideration in the amount not to exceed $637,800.00 which includes the base bid and a $70,000.00 contingency allowance.
