Consideration for approval of the selection of consultants for RFQ FY26-ENG-55, General American with Disabilities Act Compliance Services for Existing Buildings, Facilities, Other Amenities, and Proposed Construction Projects; and authorizing the City Manager to negotiate professional services agreements with the selected consultants for projects assigned on a rotation basis. The rotation list shall be effective for an initial term of two (2) years, with one (1) option to renew for an additional two (2) years, for a total term not to exceed four (4) years, beginning October 1, 2026, and ending September 30, 2030. Individual professional services agreements will be issued on a per-project basis, subject to available funding, with the scope, term, and compensation established for each respective project. Three (3) firms responded to the Request for Qualifications on or before Thursday, August 20, 2026, at 4:00 PM. The evaluation committee recommends the selection of the following consultants based on the final rankings below:
1. Slay Architecture Co., Inc., Laredo, Texas
2. Design Group International, Laredo, Texas
3. Davis Tobias Architecture & Planning, San Antonio, Texas
Funding shall not exceed $100,000.00 per project assignment and shall be subject to available funding in the respective budget account, unless otherwise authorized by City Council. There is no financial impact at this time.
Consultant performance will be monitored in accordance with established guidelines. Any performance deficiencies may result in suspension of project assignments or removal from the rotation list.

On May 1, 2023, City Council approved the selection of a consultant for RFQ FY23-ENG-22 General American with Disabilities Act Compliance Services for Existing Buildings, Facilities, Other Amenities and Proposed Construction Projects Fy2023-FY2026.
BACKGROUND
Three (3) electronic submissions through Cit-E-Bid responding to the request for qualifications were received at City Secretary’s office on or before Thursday, August 20, 2026 at 4:00 PM. The submissions were publicly opened, read and taken under advisement on Friday, August, 21, 2026 at 9:00 AM. The three submissions received were as follows:
1. Davis Tobias Architecture & Planning, San Antonio, Texas
2. Design Group International, Laredo, Texas
3. Slay Architecture Co., Inc., Laredo, Texas
SCOPE OF WORK
The City of Laredo will solicit and receive statement of qualifications (SOQ’s) from qualified firms interested in providing professional services for construction projects as needed to serve as on-call on a rotation basis for Americans with Disabilities Act (ADA) compliance including but not limited to registration of projects with the Texas Department of Licensing and Regulation, conduct review of plans and specifications, provide design expertise, conduct assessments, inspections, and provide recommendations related to renovations, alterations and/or additions to existing buildings, facilities, proposed construction projects, maintenance, public right-of-way, and other amenities owned and/or operated by the City of Laredo in order to verify compliance with Texas Accessibility Standards (TAS). Professional Service agreements will be issued per project upon funding available for a two (2) year term with one (1) option for a two (2) year renewal for a total term of four (4) years beginning October 1, 2026 and ending September 30, 2030. Consultants are cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for further details.
Scope of services include, but are not limited to the following:
- Registration of projects with the Texas Department of Licensing and Regulation
- Conduct peer review of plans and drawings that are developed by other consultants, including plan sets submitted for permitting and as-builts to confirm accessibility requirements have been incorporated into the plans
- Provide accessible design expertise to inform the design of proposed public improvements and maintenance projects
- Conduct site assessments to confirm accessibility requirements have been constructed correctly
- Provide recommendations for remedial measures and improvements to correct barriers and deficiencies
- Prepare ADA Compliance Assessment Reports
- Any other information required to meet the minimum requirements of the standards or to design buildings or facilities for greater accessibility in accordance with Architectural Barriers Texas Accessibility Standards
- Complete TDLR process to obtain Notice of Project Approval Letter
