Summary of alignment: The agenda item proposes contracting architectural and engineering services for a new Animal Care Services veterinary hospital and related master planning, with funding from the Animal Control Expansion Fund. The item supports key public health and infrastructure goals identified in the Viva Laredo Comprehensive Plan. The project does not fulfill a verbatim goal in a direct or complete way at this stage (i.e., final construction), but contributes substantially to the intent and trajectory of multiple policies.
By expanding veterinary and animal control capacity, the City enhances its public health infrastructure and addresses planning and service equity for growing populations of residents and animals. The incorporation of master planning also provides opportunity for strategic co-location, operational efficiency, and potentially sustainable design practices-all of which align with comprehensive plan themes such as health, infrastructure, and governance.
PREVIOUS COUNCIL ACTION
On January 28, 2025, City Council approved of the selection of the top ranked consultant for the RFQ FY24-ENG-89 Animal Care Services - New Veterinary Hospital and Master Planning Project; and authorization to negotiate a professional services contract. A total of (2) firms responded to the request for qualifications and presented before the evaluation committee on Wednesday, December 4, 2024. The committee recommends the selection of X Architecture Collective, LLC, Laredo, Texas. There is no financial impact at this time.

Notice is hereby given that the City of Laredo is accepting Statement of Qualifications (SOQs) from qualified firms interested in providing Architectural professional services including but not limited to prepare schematic design, design development, construction documents, procurement services, bid documents, specifications, and estimates for the completion of the New Animal Care Services Veterinary Hospital to be located in the City of Laredo Government annex cite, housing many government buildings and support facilities including the City of Laredo, Maintenance and Operations Facility, the City of Laredo Police annex, Laredo Service Station and Transit Fleet Maintenance Facilities, and Fire Department Consultants are cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for further details.
