Summary of alignment:
The Shiloh Bike Trails Improvements Project strongly aligns with the Viva Laredo Comprehensive Plan through its direct support of Laredo’s goals to enhance recreational infrastructure, promote healthy lifestyles, and expand the city’s trail network. The initiative explicitly advances multiple policies by investing in safe, connected, and well-equipped bike trails that also provide non-motorized transportation options.
The project’s features-including crossing structures, signage, trailhead amenities, and connection to public parks-demonstrate alignment with the plan’s broader planning themes of public health, mobility, sustainability, and community connectivity.
PREVIOUS COUNCIL ACTION
On March 17, 2025, City council approved discussion with possible action to move forward with a design-build bidding process for trail enhancements to the Shiloh Hike and Bike Trails based on the Concept Plan and cost estimates delivered by Rock Solid Trails, LLC in December 2024. Funding will be made available with District 6 Priority Funds not to exceed $500,000 and District 8 Priority Funds not to exceed $270,000, and any other matters incident thereto, including the possibility of re-evaluating the use of the 2023 Texas Parks and Wildlife Department (TPWD) Grant for the Shiloh Hike and Bike Trails, pending TPWD approval.

Two (2) firms responded to the request for qualification on May 14, 2025 at 4:00PM as follows:

ABBA Construction, LLC, Laredo, Texas
The City of Laredo will solicit and receive statement of qualifications (SOQ’s) for a Design-Build project from qualified firms interested in providing professional services including, but not limited to, design, preparation of plans, specifications, estimates, necessary permits and construction of redesign, reorganization, and reconstruction of mountain bike trails, various types of crossing structures such as trail bridges, boardwalks and culvert pipes, signage and trailhead kiosks, restroom facilities, parking lot and other features to be located at 9001 Livingston Dr. and extending to North Central Park, located at 10202 International Blvd., crossing under McPherson Rd. The Consultant is cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for further details.
Every aspect of work shall be included as obvious or implied as necessary to make the work complete and fully operational (Turn-key project).
