A Resolution of the City Council of Laredo authorizing the City Manager to accept grant No. 3335709 in the amount of $11,722.80 from the Office of the Governor’s Homeland security grant program for the purposes of funding the Airport’s FY25 Operation Stonegarden Grant. Funding from this grant will be used for overtime and fringe benefit expenses used for Stonegarden Operations conducted by airport law enforcement; providing that this Resolution shall be cumulative; providing for a severability clause; and providing for an effective date.

BACKGROUND
The U.S. Border Patrol, Laredo Sector, Webb County Sheriff’s Office (WCSO), Laredo Police Department (LPD) and the Airport Police, will combine efforts to bolster Homeland Security related efforts in the Laredo Sector Area of Responsibility (AOR).
Historically, WCSO and LPD have diligently coordinated their efforts with the Officer of Border Patrol Laredo Sector to safeguard the country’s borders. In the first operation Stonegarden, WCSO participated in joint ventures to increase visibility in pursuit of an elevated level of homeland security. This year LPD, Airport Police, and again WCSO, will provide 2nd-tier, force-multiplier assets to work in partnership with the Laredo Sector Border Stations. Operation Laredo Region Stonegarden encompasses the core elements of the National Border Patrol Strategy. The Laredo International Airport is the first airport in the nation to apply for and receive Stonegarden Grant monies

Goal 4.16: The Laredo International Airport will increase its role as a welcoming gateway for passengers, as an intermodal hub for incoming and outgoing goods, and as a center for related economic activities that serve the city and the region.
Goal 11.3: Participate in the support of innovative strategies for alleviation of long border wait times, infrastructure improvements, public safety, economic development, border inspection and national security at the international border.
Summary of alignment:
This resolution strongly supports Viva Laredo’s focus on public safety, operational efficiency, and responsible use of funding. By funding law enforcement for airport operations, it strengthens security infrastructure, aligns with strategic city priorities, and supports economic confidence in the airport as a secure transportation hub.
