A resolution of the City Council of the City of Laredo, Texas amending the Citizen Participation Plan required by the U.S. Department of Housing and Urban Development (HUD) in the administration of federal funds. This amendment will include additional grant received HOME American Rescue Plan (HOME-ARP) and an increase to threshold that trigger a substantial amendment from $500,000 to $750,000. These amendments will include HOME-ARP grant and increase to threshold transfer amount when a change of the scope of an activity.

PREVIOUS COUNCIL ACTION
On July 27, 2020 - City Council moved to amend the Citizen Participation Plan to include additional language for processes to be followed in case of a local and/or national emergency. These amendments addressed a shorter comment period, the waiver for citizen participation requirement for Emergency Solutions Grant (ESG) funds, the ESG substantial amendment threshold, the reduction in amount of public hearings and public notification time, as well as the use of all applicable waivers provided by HUD.
BACKGROUND
The City of Laredo is charged with the responsibility of consulting with local citizens, community service organizations, and others as applicable in assessing needs and determining the best use of HUD program funds in developing the plans.
The Citizen Participation Plan outlines the processes followed by the City to encourage and allow for citizen participation in the development and submission of a Consolidated Plan, as well as any substantial amendments to the plan, and reports of performance; and
The City of Laredo’s current Citizen Participation Plan will be amended to include HOME-ARP grant; and
The City of Laredo’s current Citizen Participation Plan will be amended the threshold for substantial amendment amounts from $500,000 to $750,000 when a change of the scope of an activity, such increase or transfer in the funding previously disclosed CDBG, ESG, HOME, and/or HOME-ARP.
1. City staff is charged with the responsibility to fully implement the Citizen Participation Plan as amended.
2. Substantial amendments threshold will be increase from $500,000 to $750,000 to ensure accessibility to project planning.
3. Include newly received HOME-ARP grant.
