Funding shall not exceed $100,000.00 per project assignment and shall be subject to available funding in the respective budget account, unless otherwise authorized by City Council. There is no financial impact at this time.

Consultant performance will be monitored in accordance with established guidelines. Any performance deficiencies may result in suspension of project assignments or removal from the rotation list.

PREVIOUS COUNCIL ACTION

On October 3, 2022, City Council approved the selection of consultants for RFQ FY22-ENG-35 Construction Materials Quality Testing and Subsurface Exploration Services FY2022-FY2026.

 

BACKGROUND

Ten (10) electronic submissions through Cit-E-Bid responding to the request for qualifications were received at the City Secretary’s office on or before Thursday, August 13, 2026 at 4:00 PM. The ten (10) submissions were publicly opened, read and taken under advisement on Friday, August 14, 2026 at 3:00 PM. The ten (10) submissions received were as follows:

SCOPE OF WORK
The City of Laredo will solicit and receive statement of qualifications (SOQ’s) from qualified firms interested in providing professional Construction Materials Quality Testing and Subsurface Exploration Services to be awarded on a rotation basis to perform geotechnical engineering and construction materials testing for Construction Projects for the City of Laredo. Professional Service Agreements will be issued per project upon funding available for a two (2) year term with one (1) option for a two (2) year renewal for a total term of four (4) years beginning October 1, 2026 and ending September 30, 2030. The Consultant is cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for further details.

 

Scope of services include, but are not limited to the following:

                     Proctor Sampling, Sieve Analysis, Atterberg Limits, Wet Ball Mill Test

                     Density Control Testing, Bi Nuclear Method for Subgrade, Base Material, Caliche, Black Base and Asphalt

                     Concrete Cylinder for Curb & Gutter, Sidewalks, Valley Gutters, or Concrete Pavement, Structural Concrete, General Use Concrete

                     Asphalt Sampling

                     Asphalt Cores

                     Depth Check for Caliche Base/Asphalt

                     Laboratory services may include subsurface explorations, if required.

                     Torque testing

                     Weld testing

                     Other required test(s) as needed

                     All required services shall be provided within an eight (8) hour time frame including before and after working hours, weekends and holidays.

                     All firms that are not currently certified by the Texas Department of Transportation (TxDOT) shall obtain the applicable TxDOT laboratory certification(s) required to perform the services contemplated under this RFQ within one (1) year of the effective date. Consultants that have not yet obtained the required TxDOT certification(s) may continue to receive assignments for projects that do not require such certification, at the City's discretion. The Consultant shall provide documentation of certification upon request and maintain all required certifications in good standing throughout the term of the Agreement.

 

TECHNICAL EXPERTISE

The Consultant shall coordinate (as needed) with all public agencies, utility companies, attend stakeholder meetings, committee meetings and City Council meetings. Furthermore, the design shall comply with all City, State, and Federal Regulations including but not limited to the Texas Department of Transportation (TxDOT), Federal Emergency Management Agency (FEMA), American Association of State Highway and Transportation Officials (AASHTO), Texas Commission on Environmental Quality (TCEQ), State Historic Preservation Officer (SHPO), Texas Department of Licensing and Regulations (TDLR), etc.

 

All work related to the project(s) will be provided by a duly Licensed Professional Engineer licensed in the State of Texas, and in conformance with all applicable municipal, state, and federal guidelines and regulations, and in close coordination with City of Laredo Engineering Department
