BACKGROUND
The City of Laredo has long recognized the importance of developing a diversified and sustainable water portfolio to support future population growth, economic development, and long-term water security. The proposed Regional Economic Development and Infrastructure Cooperation Agreement (REDICA) establishes the regional policy framework necessary to facilitate cooperation among the City of Laredo, Webb County, Legacy Water Supply Corporation (LWSC), and Legacy Municipal Management District (LMMD) regarding future supplemental water development.
REDICA is intended to establish the framework for regional cooperation and does not obligate the City to purchase water, construct infrastructure, issue debt, or commit funding. Rather, it establishes the principles governing regional coordination, including economic development, annexation coordination, extraterritorial jurisdiction (ETJ) planning, Certificate of Convenience and Necessity (CCN) protection, Conditional Water Availability Letter (CWAL) coordination, and other matters necessary to support future regional water planning.
During Management's review, substantial revisions were incorporated to clarify the relationship between REDICA and the implementation agreements, strengthen protections for the City's existing utility interests, preserve the City's legal rights regarding groundwater regulation and future regulatory actions, and maintain flexibility for future regional water initiatives.
Approval of REDICA establishes the regional policy framework only. Future implementation activities remain subject to separate agreements and future City Council action.
