Authorizing the City Manager to submit a grant application to AEP Texas for the AEP Texas Targeted Low-Income Program in the estimated amount of $45,000.00 and to execute all necessary documents. The program will provide for the replacement of complete central air conditioning and heating units for an estimated 14 noise abatement home properties. The estimated project cost is $125,000.00, which includes a City match of $80,000.00. Funding for the grant and City match are available in the Noise Abatement Fund.

BACKGROUND
The City of Laredo Municipal Housing (MH) manages 204 single family dwellings for the Noise Abatement Program. The MH has had the opportunity to work in partnership with AEP and AEP's consulting firm, Frontier Energy Inc., and plan on continuing energy efficiency improvements at the Noise Abatement homes. Frontier Energy, Inc. makes available grant assistance to cover the costs associated with the replacement and installation of new heating and cooling systems.
The MH received funds in FY 2021 from AEP/Frontier Energy, Inc. in the amount of $143,000.00 from the Program Year 2020 Targeted Low-Income Weatherization Program. Funds were utilized to replace HVAC systems at 3220 E. Frost and 3019 E. Ash apartments. MH also received $75,435.00 for the Program Year 2021 for the replacement of 19 HVAC units at 19 Noise Abatement properties. The Noise Abatement Lease Fund contributed $44,565.00 for this program year project.
For the Program Year 2022, MH received $50,355.00 for the replacement of 15 units for 14 Noise Abatement properties. The Noise Abatement Fund contributed $48,486.00 for these units. With the current application, Municipal Housing plans to replace another 14 HVAC units with a total cost of $125,000.00, including an $80,000.00 City match. Matching fund are included in the Noise Abatement Fund.
Of the 204 Noise Abatement houses, around 30 will be selected to qualify within the program guidelines. Out of the 30 houses, around 14 will have the HVAC replaced, depending on total funding availability. Frontier Energy, Inc. will be overseeing the allocation and disbursement of grant funds.
