VIVA LAREDO PLAN ALIGNMENT
Alignment Rating: Moderate
Supporting goal(s)/policy(ies):
Policy 6.4.4 - “Protect and restore riparian habitats to preserve ecological function and water quality.” (Viva Laredo Comprehensive Plan, p. 6.23)
Relevance: The retention of existing water rights and guaranteed access to the riverfront aligns with this policy by preserving opportunities for riparian stewardship and potential ecological restoration, even with partial land conveyance.
Policy 6.4.6 - “Maintain public access to the Rio Grande and its tributaries for recreational, educational, and ecological purposes.” (Viva Laredo Comprehensive Plan, p. 6.24)
Relevance: The negotiated requirement for two access gates directly supports public riverfront access goals, enabling continued community benefit despite the sale of the property.
Goal 6.1 - “Protect the long-term viability of Laredo’s natural resources, including water rights, wildlife habitats, and open spaces.” (Viva Laredo Comprehensive Plan, p. 6.18)
Relevance: Retaining water rights in the transaction directly fulfills the goal of safeguarding natural resources critical to the community’s future sustainability.
Summary of alignment:
The ordinance moderately aligns with the Viva Laredo Comprehensive Plan by preserving core community interests-public riverfront access and existing water rights-while transferring ownership of a 15.457-acre tract to the U.S. Government. The conditions included in the conveyance advance Policy 6.4.6 on public access and Policy 6.4.4 on riparian protection, as well as Goal 6.1 regarding long-term resource protection. While the action itself is primarily a property transaction rather than a direct environmental or recreational enhancement, the negotiated terms ensure that key comprehensive plan priorities are maintained.
