Consideration to award contract number FY22-065 to provide Temporary Staffing Agency Services to Elite Employment Services, LLC. Vendor will be awarded for set contract services to provide to the City of Laredo with a labor pool for those departments that might require temporary staffing throughout the fiscal year. All services will be secured on an as needed basis and the estimated contract amount should not exceed $500,000.00 per term. This is the first extension of two extension period options. Funding is available in the respective departmental budgets.

BACKGROUND
The City of Laredo through Cit-E-Bid, went out on Formal Requests For Proposals, FY22-065 for Temporary Staffing Agency Services to provide the City of Laredo with a labor pool for those departments that might require temporary staffing throughout the fiscal year; there were 3 submittals received which were thoroughly evaluated by a City staff committee. After the first initial evaluation scores, the committee opted to allow for interviews/presentations from the top two (2) scores/submittals; the two (2) firms interviewed were Elite Employment Services, LLC., Laredo, TX and RMP Temps, Inc., Laredo, TX. After this thorough evaluation process, the committee is recommending Elite Employment Services, LLC for award of this contract. The term of this contract is for a period of one (1) year with the option to extend for two, additional one (1) year periods each upon mutual agreement of the parties. Elite Employment Services, LLC, is quoting a 32% markup on manual trade staff, 30% on clerical staff, and 30% on administrative.
It is expressly understood by the parties that any extension of this contract is entirely revocable at the City's discretion and is contingent upon the agreement and acceptance by the City Council.

FINANCIAL IMPACT:
The City’s obligation beyond the current fiscal year is contingent upon the availability of appropriated funds from the respective department making the request which payments for the contract purchases can be made. If no funds are appropriated and budgeted during the next fiscal year, this contract becomes null and void.
