PREVIOUS COUNCIL ACTION

On September 8, 2020, City Council authorize the City Manager to execute a contract (development agreement) with the Owner/Developer of Lafon Subdivision, for the construction of public infrastructure in the amount of $600,483.38 as agreed to in the agreement between the City of Laredo and AFW Investments, Ltd (AFW). The agreement specifies that AFW within two (2) years will construct a 31’ back to back road and 50’ right of way including curbs, gutters, sidewalks, water system, sewer system, and others as required, and to the standards set by, the Laredo Subdivision Ordinance, to serve as public infrastructure for the City within the 4.52 acre, more or less, strip of property owned by the City of Laredo. There is no financial impact to the City of Laredo.
On March 2, 2020, City Council directed staff to meet with and initiate negotiations with the developer for access to the road and to bring this item back to the next council meeting, as amended.

 

BACKGROUND

On May 18, 2020 City Council authorized the City Manager to approve the partial change of use of a Community Development Block Grant (CDBG) purchased tract of land. The property located at 3712 U.S. Highway 83 South in Laredo, Texas 78046 which was originally purchased with federal funds (CDBG) was acquired as a public facility activity and will now also serve as a public improvement activity. The partial change of use will allow for this road to provide access to a future recreational development but also share this tract of land for use as an entrance and exit for a residential subdivision.
