A resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to submit an application to the Texas State Library and Archives Commission (TSLAC) for the Family Place Training Grant, in the estimated total amount of $9,000, with no match for the City of Laredo Public Library Department for a three (3) year term, from April 1, 2025, through April, 30 2028, for a total estimated amount not to exceed $9,000.00; and further authorizing the City Manager to execute all documents resulting from the award of this grant. Any funding as a result of this application will be appropriated in the Laredo Public Library Department - General Fund.

Summary of alignment: This grant will enable the libraries to collaborate with local family service agencies to provide opportunities for families to enhance early childhood education and development for their children through supportive community building.
WHEREAS, the City of Laredo Public Libraries wish to apply for this funding opportunity by the Texas State Library and Archives Commission for the Family Place Training Grant. Through this award, the City of Laredo Public Libraries, in collaboration with the City of Laredo Health Department, will be able to focus connecting parents to programs, resources, and services offered at the library, as well as other family service agencies. The initiative also emphasizes providing children with the resources they need to enter school ready to learn, laying the foundation for lifelong success.
WHEREAS, the Assistant Library Director recommends the approval of this submission.

BACKGROUND
The Family Place Libraries Training Institute (Family Place) provides theoretical and practical training for library staff towards creating family-centered library services. This expands upon the traditional role of children’s and youth services through the creation of knowledge that wellbeing, early childhood education, and parental/guardian involvement and a supportive community network serves a crucial role in early childhood development and growth.
