Title: A Resolution of the City Council of the City of Laredo, Texas authorizing the City Manager to submit a joint grant application through the Webb County-City of Laredo Regional Mobility Authority (RMA) to the Federal Highway Administration's Safe Streets and Roads for All (SS4A) Implementation Grant program, for the purpose of advancing the Vision Zero Webb Laredo Comprehensive Safety Action Plan. RMA is preparing a SS4A Implementation Grant Application for $24,901,970.00. To deliver the $33M Vision Zero Capital Plan, the City will be responsible for a contribution of $1,990,097.00, providing an investment of 8% for the $24.9M application amount for the Roadway Safety Improvements across the City of Laredo. PREVIOUS COUNCIL ACTION

On 08/21/2023 WC-CL RMA and the City of Laredo entered into an agreement via Resolution No. 2023-R-165 to pursue the development of a comprehensive safety action plan (Action Plan) that identifies the most significant roadway safety concerns and the implementation of projects and strategies to address roadway safety issues.

Resolution 2024-R-090 was approved by Council on March 18, 2024 to continue the Vision Zero Program and supporting the development of the plan.

Resolution 2025-R-120 was approved by Council on April 22, 2025 adopting the 2025 Vision Zero Webb Laredo Comprehensive Safety Action Plan.

 

BACKGROUND

The Parties agreed to submit a joint grant application to the U.S. Department of Transportation ("USDOT") Safe Streets and Roads for All Grant program ("SS4A") to fund the Action Plan (the "SS4A Application").  The program supports the development of a comprehensive safety action plan (Action Plan) that identifies the most significant roadway safety concerns in a community and the implementation of projects and strategies to address roadway safety issues.  Action Plans are the foundation of the SS4A grant program.  SS4A requires an eligible Action Plan be in place before applying to implement projects and strategies.

• Breakdown of funding to support the SS4A Implementation Grant application is approximately:
     o  City - $1,990,097
     o  TxDOT - $1,990,097
     o  RMA - $1,000,000
     o  FHWA - $19,921,576
