Consideration to award a contract with LaneStaffing, Inc., Houston, Texas, utilizing HGACBuy Cooperative Contract No. TS06-25 to provide Temporary Staffing Agency Services. Vendor will be awarded for set contract services to provide to the City of Laredo with a pool for those departments that might require temporary staffing throughout the fiscal year. All services will be secured on an as needed basis and the estimated contract annual amount should not exceed $560,000.00 and a contract value not to exceed $1,120,000.00. The term of this contract shall be for a period of two (2) years, beginning effective date of contract. Funding is available in the respective departmental budgets.

BACKGROUND
The City of Laredo utilizes temporary staffing services to provide departments with additional workforce support for operational needs, including temporary vacancies, increased workload demands, and other staffing requirements.
The City’s current temporary staffing services agreement will conclude effective September 11, 2026, requiring the City to establish a new temporary staffing solution to ensure continuity of operations.
Purchasing provided the option to utilize a cooperative purchasing agreement as an alternative to conducting a separate formal solicitation process. After reviewing available cooperative contract options and evaluating staffing providers, Human Resources recommends utilizing LaneStaffing, Inc. through H-GACBuy Cooperative Contract No. TS06-25 for temporary staffing services.
LaneStafing, Inc. will provide temporary staffing services, including recruitment, candidate screening, staffing placement, and payroll administration services. Under the agreement, temporary employees assigned to the City remain employees of LaneStaffing, Inc. and are not considered City employees.
LaneStaffing, Inc. will provide screening services, which may include essential abilities testing, employment references, drug screening, and skills assessments as applicable based on position requirements.
Temporary staffing services will be provided on an as-needed basis based on departmental requests and available funding.

FINANCIAL IMPACT:
The City ‘s obligation beyond the current fiscal year is contingent upon availability of appropriated funds from the perspective department making the request which payments for the contract purchases can be made. If no funds are appropriated and budgeted during the next fiscal year, this contract becomes null and void.
