Summary of alignment: This item supports Goal 4.16, to increase the Airport’s role as a welcoming gateway for passengers, by facilitating a safe environment for passengers and visitors of the Laredo International Airport.
BACKGROUND
The Law Enforcement Reimbursement Program (LEORP) was established to provide partial reimbursement to airport operators to provide on-site, highly visible LEO presence through flexible, fixed, or a combination of the two (hybrid) support passenger screening checkpoint.
Pursuant to 49 U.S.C. 44903 (c) and C.F.R. Part 1542, each airport operator is required to establish an air transportation security program that provides a law enforcement presence and capability at the airport that is adequate to ensure the safety of passengers. This grant will help in facilitating the joint effort between TSA and the Laredo International Airport to deploy sufficient LEOs in support of passenger screening activities at the checkpoint to meet their dual responsibility to ensure the safety of passengers and to counter the risks to transportation security.
The Laredo International Airport has received $63,875.00 from TSA for this program. It is in the best interest of the airport for the City Council to accept this grant in support of Law Enforcement Officer presence at the Laredo International Airport.
