Authorizing the City Manager to ratify an existing contract between Carbyne, Inc. and the City of Laredo to purchase renewal subscriptions for Carbyne Universe, a solution that helps agencies minimize response times and maximize efficiency during 9-1-1 calls. Features include enhanced location and video call capabilities. Services will be implemented throughout South Texas Region (Jim Hogg, Starr, Webb, and Zapata Counties) and will be purchased through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract No. EC07-23 in the total amount of $225,456.00 ($112,728.00 per year) for a two-year period. Funding is available in the Regional 9-1-1 Communication Fund.

On 11/20/23, City Council approved the existing contract. Ratification is needed to clarify annually price per year for the two year service period.
BACKGROUND
The City of Laredo approved Resolution 2003-R-066 requesting that the Commission on State Emergency Communications designate the City of Laredo as the administrator of the Region’s 9-1-1 Emergency Communication System. At the February 4, 2004 meeting, the Commission on State Emergency Communications designated the City of Laredo as the Administrator for the Region’s 9-1-1 System, which became effective March 1, 2004. As administrator for the South Texas Development Council (STDC), the City of Laredo oversees the four county region of Jim Hogg, Starr, Webb and Zapata. The agreements with these entities are contracted with the City of Laredo beginning September 1, 2023 and ending on August 31, 2025.
Carbyne Universe services will be purchased from Carbyne through the Houston Galveston Area Council of Governments (HGAC) Contract No. EC07-23. Universe is an over the top solution that is present on the 9-1-1 Call Handling Equipment. All windows are configurable and can be minimized or maximized at any given time during the Telecommunicator’s workflow. No integration is required with our existing system. Universe is designed with Next Generation 9-1-1 features that seek to minimize response times and maximize efficiency. Features include, Advanced Mobile Location (AML), device based location, live video, photo capture, silent chat, incident conferencing, mapping layers, Responder Connect, and Control Center.
Services will be provided throughout the South Texas Region, including Laredo Police Department, Webb County Sheriff’s Office, Jim Hogg County Sheriff’s Office, Zapata County Sheriff’s Office, Starr County Sheriff’s Office, Roma Police Department, Rio Grande Police Department, and the Backup Training Center.
