PREVIOUS COUNCIL ACTION
On March 17, 2025, City Council awarded a professional services contract to Sepulveda Associates Architects, Inc., Laredo, Texas in the amount not to exceed $78,208.35 for City of Laredo El Metro Transit Center Building Assessment Study located at 1319 Farragut Street for basic architectural and engineering services. Funding is available in the Transit System-2019 Certificate of Obligation Bond
On October 2, 2024, City Council approved of the selection of the top ranked consultant for the RFQ FY23-ENG-18 El Metro Transit Center Renovations and Building Upgrades; and authorization to negotiate a professional services contract. A total of three firms responded to the request for qualifications and presented before the evaluation committee on Wednesday, October 30, 2024. The evaluation committee recommends the selection of Sepulveda Associates Architects, Inc., Laredo, Texas. There is no financial impact at this time.
BACKGROUND
The general scope includes, but not limited to: the general maintenance of the City of Laredo El Metro Transit Center Building Maintenance Project to include but not limited to: project allowances per project manual - specifications, selective demolition of project with temporary sidewalk barriers, selective demolition of exterior masonry veneer on all floor levels as noted, concrete flatwork, and HVAC air handler units, associated ductwork, chill water lines and control system wiring, with repairs to building masonry veneer, replacement of the HVAC air handlers, chill water lines, the introduction of new HVAC controls system with a new public address system as part of the facility maintenance improvements as per the plans and specifications prepared by Sepulveda Associates Architects, Inc. and respective professional services consultants dated March 27, 2026.
Construction contract time for the project is two hundred and forty (240) working days.
A total of four (4) bids were received at City Secretary’s office on Thursday, May 28, 2026 at 4:00 P.M. which were publicly opened, read and taken advertisement on Friday, May 29, 2026 at 10:00 A.M.
