APPROVE SUBJECT TO THE FOLLOWING COMMENTS:
Planning:
1. Reconfigure the southern terminus of El Catorce Lane to provide a cul-de-sac.
2. The plat identifies a 50-foot-wide gas pipeline easement. Verify the size of the existing gas transmission line and delineate the required no-build zone, if applicable, in accordance with Section 24.77.2 (12) of the Land Development Code.
3. Revise Plat Note No. 4 to state the following: “All curb cuts shall comply with the Standard Technical Specification Manual, as may be amended from time to time.”
4. Continue the street name “Amanecer Road” from the north to maintain street name continuity.
5. The applicant shall complete the annexation process prior to final plat approval. The proposed subdivision is currently undergoing annexation and is not eligible to receive water service from the City pursuant to Section 31-3 of the Laredo Code of Ordinances.
6. “The developer has submitted a notice of intention to place utilities in the front of the lot. The front-of-lot utility layout/schematics, as prepared by the Developer's engineer, shall be submitted to plan review (Section 3-4 B.2 - Subdivision Ordinance).”
7. Coordinate with the One Stop Shop (OSS) to ensure adequate driveway/access placement for Lots 24 through 28.
8. Identify all easements.
9. All improvements as per the Subdivision Ordinance.
Fire:
1. When two fire apparatus - access roads are required, they shall be placed a distance apart equal to not less than one-half the diagonal distance of the maximum overall diagonal dimension of the lot or area to be served measured in a straight line between access.
Traffic Safety:
1. What will happen to El Catorce Ln. at the south end?
2. Subdivision Ordinance Handbook Section 3-2: Streets and Alleys
Streets in a subdivision shall:
(a) Provide for the continuation of appropriate projection of existing principal streets in surrounding areas; or
(b) Conform to a plan for the neighborhood to meet a particular situation where topographical or other conditions make continuance or conformance to existing streets impracticable.
L. The system of streets designated for the subdivision, except in unusual cases, must connect with streets already dedicated in adjacent subdivisions; and where adjacent connections are not platted, must in general be the reasonable projection of streets in the nearest subdivided tracts, and must be continued to the boundaries of the tract subdivided, so that other sub-dividers may connect therewith. Reserve strips of land controlling access to or egress from other property from any street or alley or having the effect of restricting or damaging the adjoining property for subdivision purposes or which will not be taxable or accessible for special improvements shall not be permitted in any subdivision unless such reserve strips are conveyed to the City in fee simple.
