Motion to ratify the purchase of paint with KEIM Mineral Coatings of America, Inc., Charlotte, NC, in the amount of $82,237.00 for the Lafayette Overpass Public Art Project (District 8). This project consists of the design, implementation and completion of a public art project upon the Lafayette Bridge. Funding is available in the 2019 Certificate of Obligation Bond.

PREVIOUS COUNCIL ACTION
On January 17, 2023, City Council approved the selection of the top ranked Public Art Public Manager for RFQ FY23-ENG-01 Lafayette Overpass Public Art Project (District 8) and authorizing the Interim City Manager to negotiate a professional services contract. On February 2, 2024, Amendment No. 1 was approved by Council for an increase of $297,500 to the professional services contract with UP Art Studio, LLC., Houston, Texas for the FY23-ENG-01 Lafayette Overpass Public Art Project (District 8) phase two installation and Project Delivery, which will include additional artist honorariums, support/services, equipment rentals, travel, and contingency allowance. The City of Laredo will procure materials, supplies and provide-in-kind support services.
BACKGROUND
This project consists of the Feasibility Analysis, Planning and Pre-Design and Design Development and Community Engagement for the Lafayette Overpass Public Art Project (District 8). On February 2, 2024, Amendment No. 1 was approved by Council for an increase of $297,500 to the professional services contract with UP Art Studio, LLC., Houston, Texas for the FY23-ENG-01 Lafayette Overpass Public Art Project (District 8) phase two installation and Project Delivery, which will include additional artist honorariums, support/services, equipment rentals, travel, and contingency allowance. The City of Laredo will procure materials, supplies and provide in-kind support services. The paint being used is a special mineral paint that requires time to procure and as time is of essence, a purchase order was needed to secure the order to meet the project timeline.
