Authorizing the City Manager to enter into a Memorandum of Understanding (MOU) between SoundThinking, Inc. and the Laredo Police Department for access and use of SoundThinking’s CrimeTracer Subscription Services platform (CrimeTracer). CrimeTracer enables authorized law-enforcement personnel to search, analyze and share Criminal Justice Information (CJI) and other law-enforcement records for authorized purposes in accordance with FBI and Criminal Justice Information Security (CJIS) policy. CrimeTracer access and use by the Laredo Police Department is available free of charge via Texas Anti-Gang Center funding provided by the Office of the Governor’s Public Safety Office.

BACKGROUND
In FY22, the City of Laredo was awarded grant funding to establish the 9th Texas Anti-Gang Center in the state (TAG Center). The Laredo TAG Center continues to operate and collaborate with federal, state, and local agencies to carry out anti-gang and violent crime investigations, intelligence sharing and prevention activities. As a current member of the Texas Anti-Gang Center Program, the Laredo Police Department is authorized to access and use the CrimeTracer platform that is being funded for all TAG Centers in the state via the Office of the Governor’s Public Safety Office.
The CrimeTracer subscription service platform enables authorized law-enforcement personnel to search, analyze and share Criminal Justice Information (CJI) and other law-enforcement records for authorized purposes in accordance with FBI and Criminal Justice Information Security (CJIS) policy.
CrimeTracer access and use will begin upon execution of the MOU and will remain in effect until grant funding is exhausted and/or via thirty (30) days’ notice by either SoundThinking, Inc. or the Laredo Police Department with or without cause.
