PREVIOUS COUNCIL ACTION

The contract was approved by City Council on February 20, 2024. On July 31, 2023 Council approved the submission of the 2023-2024 One Year Action Plan to HUD that included the application for the 2023 Emergency Solution Grants Program fund in the amount of $299,179.00.

 

BACKGROUND

As a result of the submission of the 2023-2024 One Year Action Plan, the City of Laredo was awarded $299,176.00 in ESG program funds by the U.S. Department of Housing and Urban Development. These funds may be used solely to assist the Homeless or those on the verge of becoming homeless. The City, through public notice, requested proposals from local homeless services providers. Four agencies were awarded including Bethany House, Casa de Misericordia, Catholic Charities, and SCAN. Since Catholic Charities is unable to expend the awarded funds by the expenditure deadline, the department must reallocate those funds to another qualifying agency. Bethany House originally had requested more funding on their application, however; due to limited funding we weren’t able to fund them what they had requested. Bethany House is able to expend funds through Homelessness Prevention program and Homeless Management Information System.
