Motion to Award Professional Services Agreement, 10/19/2020

 

BACKGROUND

On August 19, 2024, the Laredo International Airport The Laredo International Airport solicited formal bids through Cit-E-Bid from interested and qualified parties with demonstrated expertise in professional consulting for air cargo development support in an effort to increase cargo activity at the airport. The scope of services for this contract include the following:

 

Identify Air Cargo Industry Trends Relevant to LRD and Develop Appropriate Action Plans

a.                     Conduct research and analysis of air cargo industry trends, particularly at small- and medium-sized U.S. airports

b.                     Track the continued growth of forwarder-controlled cargo airline networks in the U.S.

c.                     Review air cargo strategies and activities of LRD’s peer and competing airports

d.                     Track Mexico nearshoring activity and assess potential impacts on LRD air cargo

e.                     Determine impacts on LRD of evolving U.S. integrated express industry (incl. FedEx, UPS, DHL, Amazon, USPS)

f.                     Develop action plans to manage and capitalize on trends to the benefit of LRD

g.                     Execute action plans as directed by LRD

 

Promote Air Cargo Growth At LRD

a.                     Conduct research and analysis of select air cargo stakeholders (e.g. airlines, freight forwarders, shippers) to determine relevance to LRD and potential growth opportunities

b.                     Prioritize cargo growth opportunities in coordination with LRD management.

c.                     Develop promotional materials for LRD air cargo service in coordination with LRD management

d.                     Provide advice for enhancing Air Cargo elements of FlyLaredoTexas.com website and social media accounts (i.e. LinkedIn).

e.                     Conduct outreach to air cargo targets on behalf of LRD

f.                     Lead joint presentations, meetings and outreach for both internal and external stakeholders

g.                     Raise awareness and build relationships with air cargo eco-system (e.g. freight forwarders, ground handlers, customs brokers, government agencies)

h.                     Support LRD at select conferences and trade shows related to air cargo and international trade.

i.                     Support LRD in various air cargo related matters (e.g. regulatory issues, inquiries from private sector companies, inquiries from City, State, Federal officials etc.)

j.                     Support LRD’s efforts to develop on-airport properties.

k.                     Serve as LRD’s marketing and cargo development representative.

l.                     Ad hoc advisory services and cargo initiatives

 

The Airport received one bid from Hubpoint Strategic Advisers, LLC, Charlotte, NC through City-E Bid. Staff evaluated and negotiated terms of the contract with the sole bidder and is recommending that this contract be awarded Hubpoint Strategic Advisers, LLC, Charlotte, NC.

 

The term of this agreement shall be for one (1) year with two (2) options to renew, with each option being for an additional one (1) year term upon mutual agreement of the parties.

 

This contract will be the responsibility of and administered by the vendor and the City of Laredo International Airport.
