Consideration to award contract FY24-084 to Redline Architecture, LLC, Laredo, TX., to provide professional complete design product to include surveys, testing, and preparation of plans and specifications for owner-occupied, single-family residential projects for the CDBG Housing Rehabilitation Program and HOME Homeowner Reconstruction Program. It is estimated that the design projects will be undertaken annually depending on funding availability, contract will be between approved homeowners and the selected architect. It is estimated that the annual design cost for these services will not exceed $60,000.00. The term of this contract shall be for a period of two years, subject to future appropriations, beginning the date of its execution. The contract may be extended for one additional two year periods. Funding is available through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) Funds.

BACKGROUND
The City went out on Request for Qualifications through Cit-E-Bid to award a contract for Architectural and Engineering Services. The City received one (1) submittal from Redline Architecture. LLC, Laredo, TX. This contract shall be awarded to sole submittal. The proposal was initially evaluated by the City of Laredo Committee team. The evaluation scoring was based on the following best value criteria: Capability to perform, qualifications and experience, reputation for personnel and professional integrity and competence, capability to meet schedules/deadlines, and familiarity with geographic locations. After the submittal was evaluated, the City of Laredo Committee team is recommending that this contract be awarded to Redline Architecture, LLC, from Laredo, TX.
