BACKGROUND

APPLICANT: Alejandro J. Villarreal
ENGINEER: Do-Rite Engineering, LLC

STAFF RECOMMENDATION

recommendation

APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

Planning:
1. Connect Allegheny Street to Shiloh Drive to provide additional access and circulation for the existing residential subdivision located to the south. Alleghany Street currently dead-ends into the subject tract, but its alignment and design clearly anticipates a future connection to Shiloh Drive. Establishing this connection would provide a much-needed secondary point of ingress and egress for the neighboring residential development, which contains approximately 137 single-family lots and currently relies solely on Snowfalls Drive for access. Therefore, extending Alleghany Street would improve connectivity and reduce the strain on a single access point.

2. Plat Note 7 states, “Lot 2, Block 2, shall be prohibited from having access through Wyndum Terrace Street Side (Cul-De-Sac) and allowed through Shiloh Drive Side”. Therefore, provide a 50-foot wide access easement with a 30-foot paving section from Shiloh Drive to serve Lot 2, as this will constitute its primary access in accordance with Section 3-2. A. of the Subdivision Ordinance.

3. A zone change will be required for the intended use. Please note that all zone change requests are subject to City Council discretion and are not guaranteed. Should the request be denied, a plat revision will be required.

4. Clarify and correct the block number associated with Lot 2. Plat Note 7 references “Block 2,” while the plat designates Lot 2 as part of “Block 1.”

5. Identify all easements.

6. All improvements as per the Subdivision Ordinance.

Fire:
1. Automatic entry gate for 25-foot emergency access road (Allegheny St.) will require a Siren Operated Sensor (SOS) gate trigger so gates can be opened with sound of siren.

Traffic Safety:
1. This subdivision only has access through Snow Falls. We recommend to add another access through Allegheny. If Snow Falls gets blocked, there won’t be a way to get out.

Parks & Leisure:
1. Trees and shrubs are required for all subdivisions.
