PREVIOUS COUNCIL ACTION

On May 20, 2024, City Council approved to award a professional services contract to LJA Engineering, Inc., Laredo, Texas, in the amount not to exceed $1,915,203.23 for FY24-ENG-11, City of Laredo Solidarity Colombia Bridge Expansion to provide project management, bi-national & stakeholder project development meetings, consultations and coordination, presidential permit application services and conceptual planning,
environmental constraint and mapping. Funding is available in the Bridge Construction Fund.

On April 2, 2024 City Council approved motion to authorize the City Manager to select and negotiate a professional service contract with the top ranked consultant for the City of Laredo Solidarity Colombia Bridge Expansion RFQ FY24-ENG-12. A total of two firms responded to the request for qualifications on February 8, 2024, and both firms conducted presentations before the evaluation committee on Wednesday, March 20, 2024.

The evaluation committee which consisted of City of Laredo staff and a member of the Port of Entry Advisor Committee, recommends the selection of LJA Engineering, Inc. Laredo, Texas. There is no financial impact at this time.

 

BACKGROUND

The overall plan for the Laredo-Colombia Solidarity International Bridge Expansion is to build a new separate bridge span based on present and future traffic forecasts for commercial and passenger vehicles.
Scope of services includes, but not limited to the following:
Continuation of Bi National Stakeholder Coordination, Continuation of Funding Opportunity Support, Donation Acceptance Proposal Services, Schematic Design Services, NEPA Clearance Services, ROW Research, ROW Survey, Topographical Survey, Subsurface Utility Engineering, Utility Coordination Services, Geotechnical Engineering Services, Plans, Specifications, and Estimate (Bridge Design, Roadway Design, Drainage Design, etc.), Architectural Services, Permit Services, Construction Phase Services
