Abandoning this ROW reduces blight and supports the goal of improving land management and aesthetic conditions by reducing disorderly and underused infrastructure.
Summary of alignment:
The proposed abandonment of a defunct segment of Andy Ramos Road aligns moderately with the Viva Laredo Comprehensive Plan. It indirectly supports Policy 3.2.5 by eliminating a right-of-way that no longer contributes to effective roadway capacity or connectivity. It also reflects goals under Policy 6.6.3 and Goal 6.6, by addressing illegal dumping and promoting better land stewardship. The action relieves the City of unnecessary maintenance obligations, advances code compliance, and contributes to visual and functional order in the built environment.
PREVIOUS COUNCIL ACTION
Introductory ordinance approved on July 21, 2025.
BACKGROUND
Andy Ramos Road was originally dedicated as a public right-of-way to the City of Laredo in 1995 in connection with the widening and improvement of Loop 20. Over time, this specific segment has become obsolete. Its dead-end configuration no longer serves its intended traffic function and now creates confusion for motorists.
Abandoning this right-of-way will benefit the City by reducing ongoing maintenance expenses and alleviating the burden on code enforcement resources, as the site has become a frequent location for illegal dumping. The adjacent property owners have consented to the reversion of the right-of-way. Consequently, the vacated roadway will revert to the abutting owner, Killam Oil Co. Ltd.
