PREVIOUS COUNCIL ACTION

On January 22, 2024, City Council approved Resolution #2024-R-584, authorizing the City Manager to ratify the submittal of an application for the Housing for Texas Heroes Grant (H4TXH) provided by the Texas Veterans Commission (TVC) Fund for Veterans' Assistance (FVA). The Community Development Department through the Municipal Housing Division, submitted an application in the amount of $300,000.00 to provide home modifications for the veteran community within the City of Laredo area.

 

BACKGROUND

The Housing for Texas Heroes (H4TX) Grant Program was established to provide funding for home modification and repairs to improve accessibility and quality of life for veterans and their families. The Community Development-Municipal Housing Division has been awarded the Texas Veterans Commission Housing for Texas Heroes for the 4th consecutive year. In FY2021, the TVC-H4TXH Grant provided assistance to eighteen eligible applicants. In FY2022, the grant provided assistance to sixteen eligible applicants. In FY2023, the grant provided assistance to fifteen eligible applicants.  In FY2024, the grant provided assistance to thirteen eligible applicants. With this new grant, the MH Division proposes to assist twenty veteran homeowners, as this Grant Program continues to be in high demand. The grant will provide up to $35,000.00 maximum limit total in home repairs per qualified household. To qualify, the household income of homeowner-occupied veterans must be at or below 80% of the area median income, as set annually by the U.S Department of Housing and Urban Development (HUD), or they must be a disable veteran falling within the low-income or very low-income bracket defined by HUD. Housing modifications, repairs, and weatherization include door entry/exit resizing, ramps, windows, HVAC, roofing, siding, flooring, electrical, plumbing, handrails, installation of grab bars and /or bathroom modifications.
