Summary of alignment:

The Health Department Building Improvements Project demonstrates strong alignment with the Viva Laredo Comprehensive Plan. The project’s objectives to upgrade an essential health facility support multiple verbatim policies that emphasize improving public health infrastructure, ensuring accessibility, and bringing public facilities into compliance with modern standards.

 

The inclusion of design, environmental assessments, ADA compliance, and stakeholder involvement shows thoughtful integration of key planning themes such as public health, infrastructure resilience, equity, sustainability, and governance. The project not only addresses current facility deficiencies but also prepares the building to better serve the community into the future.

The City of Laredo is interested in developing the overall plan for the City of Laredo to improve the Health Department Building located at 2600 Cedar Avenue.
Scope of services includes, but it is not limited to the following:
Project Development Schedule
1. Preliminary/Schematic design, planning, assessments, environmental abatement services (lead, asbestos or mold), HVAC Assessment, renderings and modeling
2. Design Development and opinion of probable cost
3. Construction documents, specifications and estimates
4. Bid documents and contract award
5. Construction administration/oversight and progress meetings
6. Project close-out including as-built plans
7. Building Code(s) & Fire Code Review
8. Site visits, inspections and field observation reports
9. Americans with Disabilities Act (ADA) review, requirements and compliance
10. Leadership in Energy and Environmental Design (LEED) certification is not required
11. Any permits, reports or documents required
12. Public involvement
13. Other required Architectural services as needed including but not limited to civil, structural, plumbing, mechanical, electrical, landscaping, etc.
14. Overall Project Management
The current Health Department Building was constructed primarily for the purpose of providing public health services, including administrative offices, community health programs, and medical examination rooms. Over time, the facility's capacity and infrastructure have become outdated, and improvements are necessary to ensure continued compliance with health and safety regulations, as well as to accommodate
modern medical and administrative needs.
