Authorizing the City Manager to enter into multiple contracts and award (HOME-ARP) American Rescue Plan funds made available by the U.S. Department of Housing and Urban Development (HUD) in the total amounts of:
1. $61,840.00 to Bethany House of Laredo, Inc., for supportive services ($38,160.00) and Tenant Based Rental Assistance (TBRA) ($23,680.00).
2. $2,450,000.00 to Laredo Housing Authority for supportive services ($150,000.00) and development of affordable housing ($2,300,000.00).
3. $50,000.00 to Catholic Charities of Laredo for tenant based rental assistance ($50,000.00).

PREVIOUS COUNCIL ACTION
On February 6, 2023 City Council approved for the submission the HOME-ARP allocation plan.
BACKGROUND
On July 12, 2023 the City of Laredo received notice from HUD on the acceptance of its HOME-ARP allocation plan to address the need of homelessness assistance and supportive services.
Funds will be administered through the HOME-ARP Program to perform up to three (3) activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include: (1) development and support of affordable housing; (2) Tenant-Based Rental Assistance (TBRA), and (3) supportive services.
Additionally, the Department of Community Development advertised for proposals on November 12 & 19, 2023, and received three (3) proposals.
