Staff supports the application and does not support the initial zoning of M-1 for the entire 477.8249 acre tract. Staff supports a B-3 zoning designation for an area being a one thousand (1000) foot buffer along the eastern edge of the tract as it abuts the western edge of the United High School Main Campus, United High School 9th Grade Campus and proposed Killam-Charco Elementary School. Furthermore, staff supports an R-1 zoning designation for an area being a one thousand (1000) foot buffer along the northern and eastern edge of the proposed Killam-Charco Elementary School and the western edge of the International Boulevard Extension.

PREVIOUS COUNCIL ACTION

Pursuant to Ordinance 2020-O-130, there are two (2) annexation cycles per year.

 

BACKGROUND

Texas Local Government Code Section 43.0673 requires a public hearing before City Council. The public hearing was held on June 24, 2024. The petition for annexation was presented before the Planning and Zoning Commission on May 16, 2024 for a recommendation. The petition for annexation will subsequently go before City Council for final reading of the ordinance on August 5, 2024.

Tract 2 is as follows:

Voluntary Annexation:
Tract 2 - 477.8249 acres, more or less, located north of Union Pacific Boulevard and west of International Boulevard.

Petitioner: Radcliffe Killam, II on behalf of Killam Ranch Properties, LTD.

 

COMMITTEE RECOMMENDATION

The Planning and Zoning Commission reviewed the proposed annexation and zoning designation on May 16, 2024, and in a 6 to vote, recommended approval of the annexation and recommended denial of the proposed initial zoning of M-1 for the entire tract, but instead recommended a B-3 zoning designation for an area being a seven hundred fifty (750) foot buffer along the eastern edge of the tract as it abuts the western edge of the United High School Main Campus, United High School 9th Grade Campus, and the proposed Killam-Charco Elementary School, and an R-1 zoning designation for an area being a seven hundred fifty (750) foot buffer along the northern and eastern edge of the tract as it abuts the northern edge of the proposed Killam-Charco Elementary School and the western edge of the International Boulevard Extension.
Proposed use: M-1 (Light Manufacturing District) - Warehousing

Site: Vacant undeveloped land.

Surrounding land uses: Adjacent to this tract to the east and southeast is the United High School Main Campus, United High School 9th Grade Campus, and the proposed Killam Charco Elementary School. Adjacent to this tract to the north and west is vacant undeveloped land.  To the south is the San Isidro East Point Center Industrial Park.

Comprehensive Plan: The Future Land Use Map identifies this tract as Light Industrial, High Density Residential, Medium Density Residential, and Low Density Residential:

Staff does not support the initial zoning of M-1 for the entire 477.8249 acre tract. Staff supports a B-3 zoning designation for an area being a one thousand (1000) foot buffer along the eastern edge of the tract as it abuts the western edge of the United High School Main Campus, United High School 9th Grade Campus and proposed Killam-Charco Elementary School. Furthermore, staff supports an R-1 zoning designation for an area being a one thousand (1000) foot buffer along the northern and eastern edge of the proposed Killam-Charco Elementary School and the western edge of the International Boulevard Extension.

IMPACT ANALYSIS
M-1 (Light Manufacturing District):
The purpose of the M-1 Light Manufacturing District is to encourage the development of manufacturing and wholesale business establishments which are clean, quiet, and free of hazardous or objectionable elements such as noise, odor, dust, smoke or glare. Research activities are encouraged. This district is further designed to act as a transitional use between heavy industrial uses and other less intense and residential uses.

Is this change contrary to the established land use pattern?
Yes.  There are schools to the east of the tract.

Would this change create an isolated zoning district unrelated to surrounding districts?
Yes.  The area to the east is zoned R-1 (Single Family Residential).

Will change adversely influence living conditions in the neighborhood?
Yes.  There are schools to the east.  Tractor trailer traffic may merge with school and residential traffic.

Are there substantial reasons why the property cannot be used in accordance with existing zoning?
