Consideration to award contract FY25-038 to ADS Comunicaciones, San Nicolas de la Garza, NL Mexico, on an annual amount of $95,980.00 for a total contract value of $383,920.00 to provide appropriate statewide, national, and international communication & marketing services for the Laredo Bridge System. The term of this contract is for a (1) one-year term with (3) three additional, (1) one-year renewal terms, contingent upon mutual agreement of both Parties and availability of funds. Funding is available in the City of Laredo Bridge System, Convention and Visitors Bureau (CVB) & Laredo International Airport promotional accounts.

BACKGROUND
The City of Laredo Bridge System formally requested proposals through Cit-E-Bid for marketing Services which includes public communications, creative services, digital social media services, artwork, videography & photography, and more for Port Laredo. The City received submittals from:

The proposals were evaluated by an evaluation committee that consisted of CVB, Bridge and Airport. The evaluation scoring was based on the following criteria: Experience & Expertise, Scope of Work, Strength of Team, Quality of References, Familiarity with the City of Laredo and Trade, and Cost Effectiveness.
ADS Comunicaciones was ranked #1 and provides the best value to the City of Laredo Bridge System.

FINANCIAL IMPACT:
Funding is available in the City of Laredo Bridge System Promotional Account #553-4010-583-5677, Convention and Visitors Bureau Promotional Account #250-5315-553-5677 & Laredo International Airport Promotional Account #242-3605-583-5677. The purpose of this contract is to establish prices for the commodities or services needed, should the City need to purchase these commodities or services. The City’s obligation for performance of an annual supply contract beyond the current fiscal year is contingent upon the availability of appropriated funds from which payments for the contract purchases can be made.
