Consideration to award a professional services contract to Sepulveda Associates Architects, Inc. Laredo, Texas, in the amount not to exceed $185,845.00 to provide schematic design, construction documents, bid phase, and construction administration including a $16,895.00 contingency allowance to be used for unforeseen conditions or additional scope with approval from Owner for the FY24-ENG-55 World Trade Bridge Building Improvements. Contract time is for the duration of the project. Funding is available in the Bridge Construction Fund.

PREVIOUS COUNCIL ACTION
On October 3, 2022 City Council approved the selection of consultants for RFQ FY22-ENG-37 General Architectural Services for Existing Buildings, Facilities, Other Amenities and Proposed Construction Projects FY2023 - FY2026, and authorizing the Interim City Manager to negotiate professional service contracts for each respective project assigned on a rotation basis. Professional service contracts will be issued per project upon funding available for a two (2) year term, with one (1) option for a two (2) year renewal, for a total term of four (4) years beginning October 4, 2022, and ending September 30, 2026. Six (6) firms responded to the Request for Qualifications on or before Thursday, September 1, 2022, at 4:00 P.M. The evaluation committee recommends the selection of the following consultants based on the final rankings below:
1. Sepulveda Associates Architects, Inc., Laredo, Texas
2. ABLE City, LLC., Laredo, Texas
3. Slay Architecture, LLC., Laredo, Texas
4. Redline Architecture, LLC., Laredo, Texas
5. Cavazos & Associates Architects, PLLC., Laredo, Texas
Funding will not exceed $50,000.00 per project, per vendor in the respective budget account unless authorized otherwise by City Council. There is no financial impact at this time. Consultant work performance of services will be monitored in accordance with the established guidelines and any deficiencies may result in removal from the rotation list.
BACKGROUND
World Trade Bridge Building Improvements, including but not limited to demolition of interior walls, rearrangement of reception area, conference room, breakroom, clerical and offices spaces, proposed exterior sheds for equipment and tools, and exterior beautification.
