PREVIOUS COUNCIL ACTION
On October 28, 2024, City Council approved a change order No. 3 for the Laredo International Airport Taxiways G1 and G2 Construction to REIM Construction Inc., Mission, Texas for a decrease in the amount of $50,046.29. The revised contract amount, including this change order, is $7,919,033.76. Funding is available in the Airport Construction Fund FAA Grant 95.
On June 24, 2024, City Council approved the Laredo International Airport Taxiways G1 and G2 construction as substantially complete and release of a partial retainage payment of the items that are one hundred percent completed and accepted in the amount of $239,072.40 to REIM Construction, Inc., Mission, Texas. Current construction contract amount is $7,969,080.04.
On August 16, 2021, City Council approved to award a construction contract to the lowest responsible bidder REIM Construction, Inc. Mission, Texas, in the amount of $8,219,272.45 for the Laredo International Airport Taxiways G1 and G2 construction with a construction time of three hundred seventy-five (375) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. After a notice to proceed is issued, the estimated completion date for the project is September 2022. Funding is available in the Airport Construction Fund Grant No. 95. This item is contingent on approval of Ordinance 2021-O-154.
BACKGROUND
The project consists of:
The construction of two new taxiways, Taxiway G1 and Taxiway G2, between Taxiway G and Runway 18R-36L, and the decommissioning of Taxiway D. The project includes demolition of existing pavement, new asphalt pavement base, new 17” P-501 concrete pavement section, drainage improvements, taxiway lighting and signage, and airfield markings.
The project will be constructed in 4 phases. Each phase will be constructed separately, and construction of the previous phase must be completed prior to starting the next phase. The major construction bid items consist of the following:
Phase 1 (Base Bid) consists of approximately 10,334 square yards of pavement demolition, 467 square yards of 3" asphalt milling and overlay, 14,592 square yards of 6" flexible base course, 14,567 square yards of 12" flexible base course, 9,872 tons of
6" asphalt base paving, 1,668 tons of asphalt surface course, and 13,847 square yards of 17" P-50 l concrete pavement. The base bid also includes drainage improvements and airfield lighting and signage. 375 calendar days will be allowed for the base bid.
Phase 2 consists of Bid Alternate 1: Bid Alternate 1 consists of additional drainage improvements. No additional calendar days will be given for Bid Alternate 1.
Phase 3 consists of Bid Alternate 2: Bid Alternate 2 replaces Taxiway G1 asphalt shoulders with a 12" concrete section. Bid Alternate 2 consists construction of 6,822 square yards of 12" P-501 concrete pavement on asphalt base on flexible base. No additional calendar days will be given for Bid Alternate 2.
Phase 4 consists of Bid Alternate 3: Bid Alternate 3 replaces Taxiway G2 asphalt shoulders with a 12" concrete section. Bid Alternate 3 consists of construction of 6,822 square yards of 12" P-501 concrete pavement on asphalt base on flexible base. No additional calendar days will be given for Bid Alternate 3.
