PREVIOUS COUNCIL ACTION
On January 16, 2024 City Council approved change order No. 1 for FY22-ENG-20 CDBG Arturo N. Benavides Sr. Memorial Park Splash Pad Water Features and Other Amenities (Design-Build/Turn-Key) Project to Mage 4Group, Ltd., Laredo, Texas, in association with Slay Architecture, Laredo, Texas, an increase in the amount not to exceed of $201,200.00, and an increase in contract time of 120 calendar days to include restrooms, water meter, additional concrete sidewalk, retaining wall work sidewalk, benches, installation of flag poles, and monument structure. The revised contract amount, including this change order, is $1,097,780.00 with a construction contract time of 310 calendar days. Funding is available in the 2017, 2022, and 2023 CO Bond - District IV Priority Funds.
On March 20, 2023 City Council approved to award a design/build contract to Mage 4 Group, Ltd., Laredo, Texas, in association with Slay Architecture, Laredo, Texas, in the amount not to exceed $896,580.00 for FY22-ENG-20 CDBG Arturo N. Benavides Sr. Memorial Park Splash Pad, Water Features and Other Amenities (Design-Build/Turn-Key) Project, which includes design plans, specifications, construction and installation of water play features, mechanical room, water piping and pumps, mechanical, electrical, plumbing and all other components associated with the construction of the splash pad. Funding is available in 2020, 2021, and 2022 CDBG grant years, 2021 C.O. and 2022 Certificate of Obligation Bonds.
On September 6, 2022, approved of the selection of the top ranked consultant for the Request for Qualifications (RFQ) FY22-ENG-20 CDBG Arturo N. Benavides Sr. Memorial Park Splash Pad, Water Features and Other Amenities (Design-Build) Turn-Key project, to be located at 2607 Derby Avenue; and authorization to negotiate a contract. A total of two (2) firms responded to the Request for Qualifications on July 28, 2022, and the evaluation committee recommends the selection of Mage 4 Group, LTD in association with Slay Architecture, Laredo, TX.
BACKGROUND
The project will consist of design plans, specifications, estimated cost, (drainage, water distribution, wastewater collection, environmental, etc.) construction and installation of water play features, equipment/mechanical room, water piping pumps, including but not limited to mechanical, electrical, plumbing and all other components and equipment associated with the construction of the splash pad. The project will also require demand load calculations, storm water pollution prevention, retaining wall(s), lot grading, and any other work associated for a complete splash pad. Every aspect of work shall be included as obvious or implied as necessary to make the work complete and fully operational (Tum-key project).
Two (2) responses to the Request for Qualifications were received at the City Secretary's office on Thursday, July 28, 2022, at 4:00 P.M. The two (2) responses were publicly opened, read and taken under advisement on Friday, July 29, 2022, at 2:00 P.M.
