BACKGROUND
The City of Laredo approved Resolution 2003-R-066 requesting that the Commission on State Emergency Communications designate the City of Laredo as the administrator of the Region’s 9-1-1 Emergency Communication System. At the February 4, 2004 meeting, the Commission on State Emergency Communications designated the City of Laredo as the Administrator for the Region’s 9-1-1 System, which became effective March 1, 2004. As administrators for the South Texas Development Council (STDC), the City of Laredo oversees the four county region of Jim Hogg, Starr, Webb and Zapata. The agreements with these entities are contracted with the City of Laredo beginning September 1, 2023 and ending on August 31, 2025.
The aerial imagery will be purchased through Pictometry, an Eagleview Company. As a leader in the field of high resolution geo-referenced imagery, Eagleview holds 40 U.S. patents with an additional 28 patents pending, and is considered a Sole Source vendor. This will be a single flight project that will allow the 9-1-1 Database to be updated on a regional level. The imagery provided will be for several counties within the South Texas Region, including Jim Hogg, Starr and Zapata Counties. This is a one-time payment for a three-year term.
Aerial photography will be used to assist entities in providing 9-1-1 physical addresses and also assist 9-1-1 call centers, as well as first responders to better identify locations of incidents. The data obtained from this flight will replace outdated imagery caused by continuous changes created by commercial and residential developments.
Regional Administration GIS and Database personnel will be able to measure distance, height, elevation, and/or area when using these oblique images in their daily database and mapping functions. These features have provided the 9-1-1 Administration Staff and 9-1-1 Coordinators with the capability to verify locations through oblique aerial photography rather than physically going out to every location in the four county region.
Current imagery is a crucial component of the 9-1-1 database, as it is an enhancement for location accuracy and a fundamental element of mapping management. Due to the fact that the current imagery being utilized for these counties was last updated completely in 2017, it must be replaced to improve the 9-1-1 information we have available.
