PREVIOUS COUNCIL ACTION

The item was introduced by the Honorable Vanessa Perez at the regular council meeting of March 18, 2024.

Pursuant to Ordinance 2020-O-130, there are two (2) annexation cycles per year.

 

BACKGROUND

Texas Local Government Code Section 43.0673 requires a public hearing before City Council.  The public hearing was held on February 5 2024 and February 20, 2024.  The petition for annexation was presented before the Planning and Zoning Commission on December 7, 2023 for a recommendation.  The petition for annexation will subsequently go before City Council for final reading of the ordinance on April 2, 2024.

Tract 3 is as follows:

Voluntary Annexation:
Tract 3 - 8.15 acres, more or less, located north of State Highway 255 and west of FM 1472.

Petitioner: Steve LaMantia - Needmore Ranch II, LTD.

 

COMMITTEE RECOMMENDATION

The Planning and Zoning Commission reviewed the proposed annexation and zoning designation on December 7, 2023, and in a 6 to 0 vote recommended approval of the annexation and initial zoning of M-1 (Light Manufacturing District).

Proposed use: M-1 (Light Manufacturing District)

Site: Vacant undeveloped land.

Surrounding land uses: Adjacent to this tract to the southwest is the Laredo-Colombia International Bridge Crossing. The land to the north and northeast is currently undergoing the platting process for industrial uses. This tract is a part of an industrial park currently undergoing the master plan process.

Staff supports the annexation.
Staff supports the initial zoning. The site is adjacent to proposed industrial subdivisions and adjacent to the Laredo-Colombia International Bridge Crossing. The adjacent tract to the east is zoned M-1 and is adjacent to State highway 255 which is designated as a Hazardous Materials Route.

IMPACT ANALYSIS
M-1 (Light Manufacturing District):
The purpose of the M-l Light Manufacturing District is to encourage the development of manufacturing and wholesale business establishments which are clean, quiet, and free of hazardous or objectionable elements such as noise, odor, dust, smoke or glare. Research activities are encouraged. This district is further designed to act as a transitional use between heavy industrial uses and other less intense and residential uses.

Is this change contrary to the established land use pattern?
No. To the northeast is a proposed industrial subdivision. State highway 255 is designated as a Hazardous Materials Route.

Would this change create an isolated zoning district unrelated to surrounding districts?
No. The land to the north and north east is currently zoned M-1.

Will change adversely influence living conditions in the neighborhood?
No. There are no residential neighborhoods in the area.

Are there substantial reasons why the property cannot be used in accordance with existing zoning?
