BACKGROUND
The department is proposing the reallocation of capital improvement bond funding from the South Sector Station project to construction and equipment replacement projects at Laredo Police Department Headquarters, Evidence Warehouse, and Annex Training facility.
The 30-year-old HVAC units that are no longer in service at Laredo Police Headquarters, the central hub of the department, need to be replaced. These units and other needed construction projects are critical to the daily operations and security of the department.
The Real Time Crime Center (RTCC) controls advanced technology to provide criminal intelligence information to quickly assess emergency situations to keep Laredo safe in real time. Construction renovations are necessary to provide the infrastructure required for specialized technology, communications, and security systems, enhancing situational awareness, operational efficiency, and emergency response capabilities.
The evidence warehouse facility will be constructed to protect evidence from criminal theft, tampering, contamination, deterioration, and unauthorized access while supporting efficient evidence processing. The facility needs to be constructed to meet CJIS and accreditation standards.
The Police Annex Training facility will be constructed to provide a dedicated, modern environment for officer training, and emergency response preparedness. The facility will enhance training capabilities, improve operational readiness, and ensure compliance with state training requirements.
The department intends to replenish the $1,800,000.00 for the South Sector Station with future bond and/or Tax Note proceeds.
