PREVIOUS COUNCIL ACTION

On October 6, 2025, City Council authorized payment of invoices for the annual software maintenance agreement as stipulated on the contract with Tyler Technologies, Inc. in the amount $129,408.21 for the term September 1, 2025 through August 31, 2026

 

BACKGROUND

Laredo Municipal Court has utilized Tyler Technologies, Inc. Incode software as the courts’ case management software. This is an annual agreement renewing automatically for an additional one (1) year renewal terms unless terminated by either party.
It allows the court to process, track and maintain all court records. In 2021, the court transitioned to a hosted environment increasing online services and also enabling the court to work remotely, if needed.
The annual software maintenance agreement includes the following programs:
Customer Relationship Management Suite:
        -Tyler Content Manager Standard Edition TCM Se
Incode Court Suite:
        -Court Police non Incode Interface Import or Export of Citation Warrants Dispositions
        -Criminal Court Case Mgt
        -Centralized Cash Collections
        -General Ledger Interface non Tyler
        -Data Dictionary
        -System Software Non SQL
        -Collection Agency Export Interface
        -Tyler Output Processor Server v9
This agreement includes the Court Case Resolution Bundle:
Online Case Resolution:
        -update case status within Incode real time
        -support automated payment plan payments
        -accept full and partial online payments
        -allow defendants to select options like pleas, driving safety course (DSC)  requests, extensions, and deferrals for resolving cases online
        -accept documentation for purpose of dismissals
Automated Call Response:
        -answer quick questions with Interactive Voice Response (IVR)
        -pay citations and payment plans
Text Notifications
        -send batch or individual text notifications
        -accept payment by text via embedded weblink
        -record history of times case notifications are sent

There are two (2) additional software that were added:
- Online Records Search: This allows for the online search of open court cases and displays certain case details.
- Defense Attorney Access: This allows attorneys to submit and receive documents/notices online for their respective cases.
