SUBJECT
Consideration for approval of the selection of the top ranked consultants for RFQ FY23-ENG-25 general structural engineering consultant services for existing buildings, facilities, structures, other amenities and proposed construction projects FY2023 - FY2026, and authorizing the City Manager to negotiate professional service contracts for each respective project assigned on a rotation basis.
Three firms responded to the request for qualifications on or before Thursday, June 1, 2023, at 4:00 p.m. The evaluation committee recommends the selection of the following consultants based on the final rankings below:
1. Synergy Structural Engineering, INC., Laredo, Texas.
2. LNV, LLC; Laredo, Texas.
3. Amtech Solutions Inc.; McAllen, Texas.
Consultant work performance of services will be monitored in accordance with the established guidelines and any deficiencies may result in removal from the rotation list. Funding will not exceed $50,000.00 per project, per vendor, in the respective budget account unless otherwise authorized by City Council. There is no financial impact at this time.

On November 28, 2022 City Council approved to reject the sole response received or RFQ FY22-ENG-41 General Structural Engineering Consultant Services for Existing Buildings, Facilities, Structures, Other Amenities and Proposed Construction Projects FY2023 - FY2026, and authorization to initiate a new solicitation of the Request for Qualifications. One (1) firm responded to the Request for Qualifications on or before Thursday, September 29, 2022, at 4:00 P.M. There is no financial impact for action taken on this motion.
One (1) electronic submission through Cit-E-Bid responding to the Request for Qualifications was received at the City Secretary's office on or before Thursday, September 29, 2022, at 4:00 P.M. The sole response received was publicly opened, read and taken under advisement on Friday, September 30, 2022, at 9:00 A.M. The sole response submission received was as follows:

BACKGROUND
Notice is hereby given that the City of Laredo is accepting Statement of Qualifications (SOQs) from qualified firms interested in providing professional General Structural Engineering Consultant Services for Existing Buildings, Facilities, Structures, Other Amenities and Proposed Construction Projects as needed on a rotation basis including but not limited to prepare design plans, specifications and estimates. Professional Service agreements will be issued per project upon funding available for a two (2) year term with one (1) option for a two (2) year renewal for a total term not more than four (4) years ending September 30, 2026. Consultants are cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for complete details.
Scope of services include, but are not limited to the following:
1. Preliminary/Schematic design, planning, and assessments
2. Design Development and opinion of probable cost
3. Construction documents, specifications and estimates
4. Bid documents and contract award
5. Construction administration/oversight and progress meetings
6. Project close-out including as-built plans
7. Design calculations and/or analysis required
8. Site visits, inspections and field observation reports including recommendations
9. Any permits, structural analysis reports or documents required
10. Other required General Structural Engineering services as needed
11. All required services shall be provided within a 24-hour time frame.
