Title: Consideration to award contract number RFP-2026-023 to provide Temporary Staffing Agency Services to RMP Temps, Inc. Vendor will be awarded for set contract services to provide to the City of Laredo with a labor pool for those departments that might require temporary staffing throughout the fiscal year. BACKGROUND

The City of Laredo through Cit-E-Bid, went out on Formal Request for Proposals, RFP-2026-023 for Temporary Staffing Agency Services to provide the City of Laredo with a labor pool for those departments that might require temporary staffing throughout the fiscal year; there were 31 submittals received which were thoroughly evaluated by a City Evaluation Panel. After the first initial evaluation scores, the panel opted to allow for interviews/presentations from the top three (3) scores/submittals; the three (3) firms interviewed were A & Associates, West Palm Beach, Florida, Lancesoft, Inc., Herdon, Virginia, and RMP Temps, Inc., Laredo, TX. After this thorough evaluation process, the Panel recommends to awards contract to RMP Temps, Inc The term of this contract is for a period of two (2) years with the option to extend for three (3), additional one (1) year renewal periods each upon mutual agreement of the parties. RMP Temps, Inc., is quoting a 33% markup on manual trade staff, 28% on clerical/technical staff, and 28% on administrative staff.

It is expressly understood by the parties that any extension of this contract is entirely revocable at the City's discretion and is contingent upon the agreement and acceptance by the City Council.

FINANCIAL IMPACT:

The City’s obligation beyond the current fiscal year is contingent upon the availability of appropriated funds from the respective department making the request which payments for the contract purchases can be made. If no funds are appropriated and budgeted during the next fiscal year, this contract becomes null and void.
