A Public Hearing and Introductory Ordinance of the City of Laredo, Texas, authorizing the City Manager to amend the budget for the FY 2026 Financial Task Force and the Rio Grande Valley (RGV) HIDTA Task Force by reducing revenues and expenditures in the amount of $165,000 in the 2025 award due to deobligation from the agency. Both grants are funded by the Executive Office of the President, Office of National Drug Control Policy (ONDCP) and High Intensity Drug Trafficking Area (HIDTA). Funding was authorized for personnel salaries, fringe benefits, overtime, travel, and operating expenses from January 1, 2025 through December 31, 2026. Funding is available in the Financial Task Force Fund.

PREVIOUS COUNCIL ACTION
City Council approved the grant award with Resolution # 2024-R-208 on July 22, 2024.
BACKGROUND
The City of Laredo has been the Grantee agency for the past thirty-four years for the Laredo Police Department HSI HIDTA Task Force, the DEA HIDTA Task Force, and the Rio Grande Valley Task Force. These Task Forces work together with other Local, State, and Federal agencies, with its main focus being the identification and disruption/dismantling of Major Drug Trafficking Organizations.
Funds under the original grant pay for personnel salaries, overtime, fringe benefits, travel and operating expenses. This grant is 100% federally funded by the Office of the National Drug Control Policy (ONDCP) and High Intensity Drug Trafficking Area (HIDTA).
